It's been 21 years since the murder of Aboriginal leader J.J. Harper by Winnipeg police. The tragedy sparked an outcry that resulted in the NDP Government's Aboriginal Justice Inquiry, but filmmaker Christopher Taylor questions whether relations between police and the Aboriginal community have improved as a result. Using Norma Bailey's 2003 TV movie "Cowboys and Indians: The J.J. Harper Story" as a starting point, and featuring interviews with relatives he shares with the deceased leader, Taylor looks at issues of police reform and the public perception of police authority.
